Managed & Outsourced HR

What should be included in an HR outsourcing scope?

Jacob Raj Rajendran5 min read

A clear scope should cover which activities are included, who is responsible for what, how the engagement will be reviewed and what is explicitly excluded. Ambiguity about scope is the most common source of problems in outsourced HR arrangements.

The scope of an HR outsourcing arrangement defines the boundaries of the engagement. It should be specific enough to prevent misunderstandings but flexible enough to accommodate the organisation's changing needs.

A well-designed scope covers the activities that will be managed — policies, onboarding, employee administration, compliance support, grievance handling — and is explicit about what is not included. Payroll processing, legal representation and occupational health are commonly excluded.

Responsibilities should be clearly allocated. Which decisions does the provider make independently? Which require the organisation's approval? Who is the primary contact on each side? These questions should be answered before the engagement begins.

The review mechanism matters as much as the initial scope. A quarterly review allows the scope to be adjusted as the organisation grows or changes. Without a review process, the arrangement tends to drift — either doing too much or too little.

Pricing should be tied to the scope. A fixed monthly retainer works well for a defined scope. Variable pricing based on activity can create incentives that are not aligned with the organisation's interests.

Common questions

How often should an HR outsourcing scope be reviewed?+

Quarterly reviews are standard. The scope should be adjusted whenever the organisation's size, structure or priorities change significantly.

What happens if the scope is not clear?+

Ambiguity about scope is the most common source of problems in outsourced HR arrangements. It leads to disputes about what is included, gaps in coverage and a breakdown of trust between the organisation and the provider.
